A Special Improvement District is an organization committed to increasing business activity and property values within commercial/business areas. The SIDs are designated by the City of Elizabeth as official management corporations of the Elizabeth Avenue’s Special Improvement District and the Historic Midtown Elizabeth Special Improvement District. Their Board of Trustees are composed of several business owners and property owners, who meet monthly to plan for the improvement of the two centrally located business districts.

The SIDs focus on the following areas:
· Improving safety and security in the district
· Improving the district’s image and appearance
· Recruiting new business and retaining current businesses
· Marketing the district
· Increasing available parking and access to the business districts

The Elizabeth Avenue Partnership (EAP) is a Downtown Management Corporation (DMC) specially designated by The City of Elizabeth to administer the Elizabeth Avenue Special Improvement District (SID), including Safety & Security, Image & Appearance, Promotions, Events and Quality Business Retention and Attraction. The EAP has accomplished a great deal in the above mentioned areas and was awarded the prestigious “Best of the Best” Award by Downtown New Jersey Inc., for “Excellence” in promoting the cultural diversity of the Elizabeth Avenue marketplace. Many of the accomplishments are quite visible through aesthetic infrastructure improvements such as streetscape beautification projects, while others are less obvious and will take years before their effect becomes apparent.

Through hard work and dedication, Elizabeth Avenue is now being recognized across the state as a model of downtown revitalization. The efforts of the EAP have paved the way for new streetscapes, revamped storefronts, exciting events and additional street cleaning and security initiatives. The EAP also promotes “The Market” on Elizabeth Avenue as a destination - a “Fun and Friendly” place to visit and shop while experiencing the “Flavor” of the areas many fine restaurants and bakeries.

With its dedicated office staff and progressive Board of Directors, the EAP looks forward to meeting the challenges of improving the business climate on Elizabeth Avenue. The EAP will continue its goals of increasing property values and attracting shoppers, as well as, the overall enhancement and revitalization of the district.

The Historic Midtown Elizabeth (SID) was created by the City of Elizabeth in 1986, as an outgrowth of the retail-oriented, voluntary Midtown Merchants Association. This 501 (c) 3 non-profit District Management Corporation is governed by an eleven member volunteer Board of Directors.

The Historic Midtown Elizabeth SID's main function is to perform supplemental municipal services, while implementing, sponsoring, and coordinating marketing and promotional events for the District. An on-site professional staff administers the varied programs and services offered by the Corporation. Its main priority is to keep the District safe and clean, restore and beautify the area, increase retail sales, attract new businesses, and enhance property values.
