The City of Elizabeth Department of Planning & Community Development announces issuance of Requests for Proposals for federally funded Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG), to be considered for the Consolidated Plan submission to the U.S. Department of Housing and Urban Development for Fiscal-Year 2009.

The City of Elizabeth Department of Planning and Community Development will prepare a Five-Year Consolidated Plan and an Action Plan for usage of federal funds to be furnished by the Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) for Fiscal-Year 2009, commencing July 1, 2009. The Action Plan, containing a summary of activities to be funded for public services and public facilities, economic development and housing programs, must be consistent with federal regulations. The strategies outlined in the Five-Year Consolidated Plan, submitted to HUD on June 15, 2005, will be updated. (Copies of the Five-Year Consolidated Plan Executive Summary are available in the offices of the Department of Planning and Community Development, Rm. 114, City Hall). Priorities are reassessed during the Citizen Participation Process.

Public Hearing: A Public Hearing to which the general public is invited to discuss and comment on community development needs in the City of Elizabeth will be held on Wed., January 14th at 5:30 p.m.:

The comments made by groups and individuals present at this meeting will be considered in funding decisions.

Pursuant to the governing regulations of the Code of Federal Regulations, Title 24, Part 570, Section 570.200, CDBG funds must be used so as to give maximum feasible priority to activities which will carry out one of the three broad national objectives: (1) benefit to low and moderate-income families; (2) aid in the prevention or elimination of slums or blight; (3) or activities designed to meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs. At least 70% of the CDBG funds aggregated over the certified period, not to exceed three years, must be used for activities that benefit low and moderate-income persons, and at least 51% of the beneficiaries of individual activities designed to benefit low and moderate-income persons must be shown to be of low and moderate -income.
