The Office on Aging sponsors a number of programs, activities, and services that provide assistance to senior citizens and disabled residents of Elizabeth. In order to process applications correctly, it is highly advisable to contact the office regarding the eligibility guidelines and the necessary documents required. Please note that income guidelines and documents are subject to change.
The Office on Aging is located at City Hall on the ground floor (Room G-8) at 50 Winfield Scott Plaza. Inquiries concerning services may be made by calling (908) 820-4045 or 820-4044.

Seniors can receive assistance in the completion of the following:

Homeowners Property Tax Freeze
All Applicants must first call 1-800-882-6597 to receive an application, and all applications must be post marked by April 15 of the current year.

Homestead & Fair Homeowner Rebate Assistance
This program is available to individuals who are not required to file an income tax return. All applicants must bring proper identification, the block and lot number of the residence, proof of monthly rent or mortgage payments for the previous year. The filing period is February through April 15.

Specified Low Income Medicare Beneficiary Program & Medicare D
Forms for non-Medicare deductions for seniors and disabled individuals that fall within the income guidelines concerning Medicare B (Hospitalization & D Prescription Plan).

NJ Transit - Half Fare Program
All applicants must bring proof of age, and Disabled individuals must have a portion of their application completed by a physician.

PAAD/Lifeline Application
Applications are filed annually, and assistance is offered with both the initial and renewal applications. All applicants must bring a birth certificate, Medicare card, proof of income (Income Tax Return if applicable), and proof of residency.

Housing Application Assistance
Assistance with Senior Housing and Section 8 Applications, whenever applications are available through the Elizabeth Housing Authority or State Agency.

Home Energy Assistance Program

Applications are filed annually, and the filing period is November through February. Applicants must bring proof of income, social security card, and a recent utility bill. This program offers assistance for heating and electrical costs. (Due to a medical diagnosis a credit towards your electric bill is issued for utilizing the air conditioner for health reasons - doctor's certificate is required).

The following services are also available to Senior Citizens:


Discount ID & Medical Card
Available every Thursday between the hours of 10:00 AM and 3:00 PM any Elizabeth resident 60 years of age and older may obtain a Senior Citizen/Medical Alert ID Card. You must bring proof of residency, doctor's name and phone number, an emergency contact name and phone number, and any necessary medical information.

Transportation Services
Available from 8:15 AM to 2:30 PM Monday through Friday, each one of the five areas throughout the city is serviced. The seniors are transported from their pick up area to the shopping district and supermarkets. In addition, once a week there is bus service provided to the Jersey Garden Mall, and a Special Bus Service is available upon request concerning certain types of emergencies, please contact the office for further details.

Citywide Information Networking
All information is distributed citywide by way of local participation in over 40 Senior Citizen Organizations. These organizations conduct monthly business meetings, and if you are not a member of any of these registered senior citizen organizations information is obtainable via the Office on Aging's Senior Mailing List. Please note that any registered senior citizen organization receives (3) free transportation bus services per year.

Personal Intervention Services
Assistance with unusual problems is also available and is one of the Office on Aging's specialties. This assistance and guidance is executed by a personal one-on-one counseling to each senior who enters the office. This initiates support and intervention to all in need, which is done by direct application of case management, or by contacting various agencies to make the appropriate referrals.

Notary Services
Documents will be notarized only at the City Hall location. Documents must be signed in the notary's presence! There is no charge for this service.

The following special programs and activities are scheduled annually with transportation provided & may be subject to change:

Valentine's Day Concert/Dance & Luncheon

This event occurs in the month of February, which allows the seniors the opportunity to enjoy the winter season with terrific entertainment and fabulous dancing.

Black History Celebration & Grandparent's Day

This event occurs during the month of February honoring "African-American History Month," where cultural experiences and traditions are shared and enjoyed in an educational atmosphere.

Talent Show & Pizza Party
This event occurs in the month of April and allows the seniors a chance to "show off" their talents; while having a good time, the seniors who participate win grand prizes! This program is co-sponsored by the Elizabeth Housing Authority.

Mini Health Fair & Luncheon
This program occurs in the month of October honoring "Red Ribbon Week." The goal of this event is to provide seniors with access to health information and health screenings in a relaxed atmosphere. This program is co-sponsored by the Elizabeth Municipal Alliance.

Senior Citizens' Jamboree; Health Fair & Brunch
This event occurs during the month of May honoring "National Older Americans' Month," this event provides the seniors with important community information and health screenings. The atmosphere is relaxing; thus, encouraging social interaction among the presenters and participants.

Senior BBQ Blast
This event occurs in the month of July in order to celebrate "Independence Day," and this event also initiates the summer and autumn curriculum of "SPONTANEOUS SATURDAYS."

The following special programs and activities are scheduled annually with transportation provided:

Spontaneous Saturdays
This program begins with the first Saturday in August and ends with the last Saturday in October. Spontaneous Saturdays are full of surprises and feature activities such as Senior Swim Day, Senior Cinema Day and Senior Shopping etc. All activities leave from one of the Senior Citizen Centers.

Senior Convention
The Senior Convention occurs in October and is sponsored by the Mayor in appreciation for the registered Senior Citizen Organizations.

Senior Citizens' Holiday Party
This dinner and dance is socially celebrated during the month of December in recognition of the national holidays.
